Training Specialist

Training Specialists (Health Administration Service) are responsible for knowledge of laws, policies, and procedures regarding the care and treatment of veterans and beneficiaries relating to matters such eligibility, admissions, discharges, scheduling, beneficiary travel, deaths, medical & dental benefits, and electronic medical records. Duties and responsibilities of this position include, but are not limited to the following:
Utilizes various training styles to train diverse types of employees with differing education levels. Assists employees in achieving mandatory training hours by suggesting job related TMS courses. Identifies and determines training priorities, conducts and administers training programs, develops and improves training guidance, and conducts classes or other group-setting instruction. Develops and modifies courses and researches and recommends new or alternative training sources for a workforce which performs complex duties in diversified areas of patient administration. Reviews, analyzes, and evaluates training courses and programs related to scheduling to assess their quality and effectiveness. Identifies and determines training priorities, conducts and administers training programs, develops and improves training guidance, and conducts classes or other group-setting instruction. Utilizes Microsoft Word, Microsoft Excel, and Microsoft PowerPoint software to develop training tools and materials. Utilizes the Veterans Health Information System and materials. Utilizes the Veterans Health Information System and Technology Architecture (VistA), Computerized Patient Record System (CPRS), Talent Management System (TMS), VistA GUI, and other VA operating systems to perform regular duties as assigned. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Major study -- education or a subject area related to the position to be filled, OR, Possess the experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or commendation of the preferred solution or course of action. Physical Requirements:
Work is mostly sedentary although there maybe some nominal walking or standing for short periods of time. The work involves coping with complex. persistent demands from a variety of sources that can be regarded as a high-pressure work situation. Good eyesight and hand dexterity is necessary to allow for reading from CRT, and accessing information from the various computer systems. Good hearing and speech abilities are necessary in order to handle the extensive telephone contacts. Work sometimes requires long hours to meet project deadlines and to devise corrective action for unexpected technical crises. This can result in a highly stressful work situation. Occasional overnight travel is required.Due to the nature of the assignments, the incumbent must also possess emotional and mental stability. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
