Health Systems Specialist

Incumbent is an experienced health care professional with demonstrated leadership skills in managing administrative and clinical operations, establishing effective interdisciplinary relationships, and promoting effective communication and optimal customer service. This Health Systems Specialist position will serve in an executive staff support capacity for the Nursing Service, Sterile Processing Service, Community Living Center (CLC), as well as for the many special focus programs aligned under the Office of Patient Care Services. Duties include but are not limited to:
Acts as an organization resource person providing support to service chiefs, administrative officers, and program officials. Links individuals and programs between clinics and with the corporate headquarters. Analyzes and recommends actions that will achieve desired objectives for services under the Associate Director, PCS. Conducts statistical analyses of nation-wide VHA Medical Centers of similar complexity utilizing reports scaled to approximate workloads to determine variation for national median and both upper and lower control limits. Coordinates a strategic planning process with senior leadership including deployment of the plan throughout the organization. Develops written communication (correspondence, action plans and reports) provided to stakeholders. Develops user-friendly, on-going management reporting systems that reflect customer, stakeholders, and senior management's needs for information. Ensures all technical, legal and public relations requirements are met for services and programs under the Associate Director, PCS. Evaluates short and long-range staffing, planning for services under the Associate Director, PCS. Evaluates and highlights best practices throughout the VISN. Identifies areas of risk to the organization or gaps in performance and takes actions to implement change. Knowledge of administrative and clinical services. Knowledge of policies and directives originating from VACO, VISN 8 Network and office of the Associate Director, PCS. Plans studies and prepares programs and organizational strategies for identifying opportunities to improve patient access and efficiency. Plans, organizes, and directs group studies and activities to present convincing recommendations to management. Provides staff support for governance committees under the Associate Director, PCS. Utilizes management skills to collect, review and develop comprehensive business plans for expansions and/or new initiatives. Utilizes various programs for tracking data sources for services under the Associate Director, PCS. Utilizes knowledge of local policies and directives to initiate changes and/or revisions as appropriate. Utilizes principles of continuous quality improvement such as Lean, Six Sigma, etc. Utilizes the VHA resource allocation model. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade, GS-12, in the normal line of progression for the occupation in the organization. Must have Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
