Procurement Technician

Duties of this position include but are not limited to the following:
The incumbent will serve as the first point of contact for customers, both internal and external, that require prosthetics services/supplies; either face-to-face (reception/front desk counter) or by telephone. Provides support for procurement functions such as preparing, controlling or verifying procurement documents; assembling information; or reporting on performance. Provides procurement support work throughout the procurement cycle by processing stock orders and procuring specialized individual patient orders, monitors the status of deliveries, issues stock items to the patient, ensures the right item is received at the right time, in the right quantity. Utilizes Microsoft office software programs, in addition to VISTA and CPRS, and the barcode hardware and software necessary to operate the Prosthetic Inventory Program. Handles conflict and problems in dealing with the customer constructively and appropriately. Interactions include face to face, written and telephonic conversations with Veterans, family members, professional staff and other individuals. Responsible for downloading daily issue data onto the Veteran's Prosthetic Record 2319, using bar code scanners. Identifies priorities on pending requests to comply with VA Headquarters mandated deadlines. All other duties as assigned. Work Schedule:

30 pm, with rotating tours of duty as needed. The selectee may be required to work or travel between any of the locations within Corporate Orlando. The selectee may also be required to work various shift on a permanent or temporary basis, based on patient care needs. Telework:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
Must possess one (1) full year of specialized experience with the particular knowledge, skills, and abilities to perform the duties of this position successfully that is at or equivalent to the next lower grade level (GS-4) in the Federal service. Examples of specialized experience is experience utilizing standardized procurement regulations, methods, procedures, and operations; working in an area of procuring routine and non-routine medical and general equipment for Prosthetic and Sensory Aids service patients; possessing administrative and clerical experience as it relates to direct support of procurement services; utilizing Microsoft office software programs, in addition to VISTA and CPRS; monitoring the status of deliveries; Identifying and resolving customer problems independently. OR Education and/or
Experience:
Possess four (4) years of successfully completed education above high school leading to a bachelor's degree. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. Experience:
Possess an equivalent combination of successfully completed post-high school education and experience to meet total experience requirements for the GS-5. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Computer Skills- Uses computers, software applications, databases, and automated systems to accomplish work. Customer Service- Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
