Duties will include:
Plans, promotes, and develops educational design strategies for education and training projects by leading effective teams and providing clear direction on interpretation and implementation of the design Establishes, confirms, and manages an IPT that include all stakeholders, subject matter experts (SME), eLearning producer and other eLearning support staff, Curriculum Developers (CD)instructional designers (ID) and others as required for each project Validates needs assessment with Curriculum Developers (CD), learning consultants (LC), determines resources needed and if shared training agreement is required Develops evaluation plan with data collection instruments to be used in evaluation of completed training Develops learning modules, courses, products and webinar materials. Creates and populates storyboards and validates storyboard content Leads the IPT accomplishment of implementation of education and training Redesigns curricula to better meet the needs of adult learners and the objectives of the VHA Provides expertise, consultation, and guidance to SimLEARN EES and its clients in assigned project areas Promotion Potential:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. TRANSCRIPTS REQUIRED OR B. Combination of education and experience - courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. TRANSCRIPTS REQUIRED ADDITIONAL QUALIFICATIONS- In addition to meeting the basic education requirement, you must have specialized experience or directly related education as described below. Experience:
1 year of Specialized Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Health Care Education Specialist, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least GS-7 grade level. Examples of Specialized experience are:
Experience providing some technical or administrative support to others responsible for program evaluation and promotion, or other coordination efforts for programs and projects; experience assisting others in the analysis and development of portions of policy and standards documents; basic familiarity with project management tools and processes (e.g., Microsoft Project) to track and manage projects; experience providing general information to customers or other staff; experience composing email and routine correspondence from pre-established templates; and experience assisting others in presenting information in a formal or informal setting. OR Education:
Successfully completed two full years of progressively higher-level graduate education leading to a master's degree; master's degree; or an equivalent graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. This education must have been obtained in an accredited college or university. TRANSCRIPTS REQUIRED. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
Work is performed while sitting at a desk in conferences, briefings, meetings, classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work may also involve travel into the field to visit VHA organizational levels on related educational project matters; and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
