Job Summary Sanford Federal, Inc.
is looking for a professional trainer to provide The Orlando VA Healthcare System (OVAHCS), leadership, HR supervisorytraining and improving the leadership skills of all Title 5, Hybrid, Title 38, and Title 38 supervisors employed within the OVAHCS.
The training is intended to be provided both face-to-face and virtual using a hybrid method, four times during Calendar Year (CY) 2024 with a maximum of up to 250 participants per session.

4 Sessions Between Jan 2024 & Dec 2024 Description of Requirements:
o Program focused on training to new and experienced supervisors.
Incorporating Department of Veterans Affairs (VA) specific competencies on Essentials of Human Resources.
o The courses will be presented from January 2024 - December 2024 allowing for four (4) sessions, approximately one (1) per quarter during the period of performance.
o Contractor shall provide professionally printed workbooks for participants attending in-person classes.
o Contractor shall provide electronic versions to those who are attending training using MS Teams, Zoom, etc.
o Both printed and electronic versions of workbooks must include VA-specific case studies, references to Code of Regulations (CFR) for various actions, a section for PowerPoint slides, and sample letters for counseling, and instruction on how to progressively address misconduct.
o While presenting case studies and key topics, the Contractor must also review landmark Merit Systems Protection Board (MSPB) and Federal Circuit Court rulings, as well as the Office of Special Counsel's coverage of Prohibited Personnel Practices.
o Participants will evaluate the program at the close of each session using an assessment tool provided by the Contractor that is available in electronic version.
o The overall assessments will be summarized and provided to the Contracting Officer's Representative (COR) for tracking the Return on Investment (ROI).

o Obtain knowledge of essential human resources management rules, regulations, and techniques vital to a supervisor's successful job performance.
o Describe differences between Performance and Conduct and identify the regulatory process for improvement.
o Effectively manage challenging employee behavior by acting promptly and documenting all issues of poor performance and inappropriate conduct.
o Interpreting and understanding of the Labor/Management Relations Role, and the goal of reducing the number of employment-related disputes, while improving working conditions between labor and management.

The check will bounce and the victim is left responsible.
