Summary:
The Human Resources Recruiter is responsible for developing, facilitating, and implementing all phases of the talent acquisition strategic plan and recruitment process.
They will identify opportunities to build applicant pools, establish trust and partnerships with department leaders, executive staff, and District leadership, identify potential fit through effective interviewing and testing, effectively oversee and administer the interviewing and onboarding process and ensure a positive new hire experience.
Developing and executing recruitment plans and strategies are primary responsibilities to ensure the District is best positioned to attract, source and recruit top talent, both internally and externally.
Essential Functions:
Supports in end-to-end talent acquisition process.
Implements talent acquisition strategic plan.
Provides guidance to hiring managers on talent acquisition processes, controls and policies.
Sources and pipelines qualified candidates through a wide variety of channels, including external resume databases, Indeed, LinkedIn, as well as colleges and universities.
Ensures equitable and objective hiring practices.
Leverages appropriate technology strategies to increase productivity and efficiencies in the talent acquisition pipeline utilizing Indeed, LinkedIn, social media, and cold calling.
Supports the evaluation and interview process and presents qualified candidates to hiring managers and solicits feedback on candidates to refine talent acquisition strategy as applicable.
Works across departments and partners with senior leaders, management, HR colleagues, and Finance to anticipate upcoming needs, market compensation trends, strategize pipelines, implement a talent acquisition strategy and candidate management/offer negotiations.
Proactively shares innovative solutions to add value, anticipates needs and streamlines the recruiting process for internal stakeholders.
Demonstrates an experienced level of understanding of talent acquisition needs by participating in internal client meetings and being aware of changes within the business.
Provides expertise for talent acquisition responsibility as well as managing hiring manager/candidate expectations.
Provides a positive candidate experience with frequent and timely communication throughout the talent acquisition process.
Shares manager feedback and appropriately dispositions all candidates.
Educates candidates on the career growth potential, benefits, compensation philosophy and many advantages of employment, selling both the District and the opportunity.
Conducts appropriate compensation expectation conversations with both hiring managers and candidates to ensure timely, fair, and equitable closure of offers.
Manages multiple detailed transactions, process steps and approvals to ensure 100% compliance on fair hiring practices.
Cultivates and manages relationships/client engagement, establishes credibility, and partners with leaders to identify talent gaps, needs, risk and action plans.
Applies knowledge of employment market conditions, federal and state laws pertaining to Human Resources and Human Resources standards, policies, practices, procedures and best practices, employment law, and industry recruitment practices.
Performs all additional related duties and responsibilities as required.

Strong understanding of business processes and protocols; experience in the government sector is helpful.
Demonstrate experience maintaining exceptional relationships with key internal and external parties through collaboration.
Ability to react and adjust quickly to changing environments.
Strong working knowledge in the use of Microsoft Office Suite, including Word, Excel and PowerPoint.
Has knowledge of and will maintain compliance with state and federal regulations related to employment law and industry recruitment practices.
In depth experience in competency-based interview and assessment techniques.
Intermediate knowledge of LinkedIn recruiting.
Excellent problem-solving and critical thinking skills.
Flexibility and ability to balance conflicting priorities Education/Experience Requirements:
5
years of professional level recruiting experience.
3-5 years of Human Resources/Customer Service experience.
Bachelor's Degree in Human Resources, Business, or Public Administration required Preferred Requirements:
Certified Internet Recruiter (CIR) or SHRM HR Certification strongly preferred.
Recruiter Academy certification.
Experience in the government sector and union work environment preferred.
Driving Requirements:
Must possess a valid Florida State Driver's license and maintain eligibility under the District's commercial vehicle program.
